Article 2 These Measures shall apply to the evaluation of the grades of various types of intelligent buildings other than residential projects in the administrative area of ​​this Municipality.
Article 3 The Office of the Shanghai Intelligent Building Pilot Work Leading Group (hereinafter referred to as the Municipal Intelligence Office), together with the district/county construction administrative departments, is responsible for implementing the intelligent building level assessment.
Article 4 The assessment shall be carried out in accordance with the following norms, standards and regulations:
(1) Shanghai Municipal Engineering Construction Code "Intelligent Building Design Code";
(2) "Shanghai Intelligent Building Inspection and Grade Evaluation Rules" (for trial implementation);
(3) Provisions on the management of intelligent buildings issued by the Ministry of Construction;
(4) Technical standards and management regulations for post and telecommunications, radio and television, fire protection, security, and technical supervision.
Article 5 After the completion and acceptance of the intelligent system, if it is put into use and continues to operate normally for more than 3 months, it may apply for level evaluation.
To apply for an intelligent system level assessment, the owner should submit the following documents:
(1) A comprehensive report on the construction of intelligent system engineering;
(2) Technical report of intelligent system engineering;
(3) Operation report of the intelligent system;
(4) Self-assessment report based on the “Shenzhen Intelligent Building Inspection and Grade Evaluation Rules†(Trial); (5) Contracts and related agreements for each intelligent system;
(6) Intelligent building design review report (the project implemented after the implementation of the intelligent building design review system must be available);
(7) Design and construction drawings of intelligent buildings and intelligent systems;
(8) Completion reports and as-built drawings of intelligent buildings and intelligent systems;
(9) Test reports of various intelligent systems completed by the testing institutions;
(10) Acceptance documents of various intelligent systems provided by relevant industry management departments;
(11) Continuous normal operation records of each intelligent system for not less than 3 months;
(12) Equipment performance, specification and operation manual of each intelligent system;
(13) Intelligent system operation management system, etc.
The sixth grade assessment work is carried out according to the following procedures.
(1) The owner submits an application for grade assessment to the construction administrative department of the district or county where the project is located;
(2) The district/county construction administrative department shall conduct preliminary examination of materials, conduct site surveys on qualified projects and visit users, and complete on-site survey reports;
(3) The district/county construction administrative department shall report the first-qualified qualified project to the Municipal Intelligence Office;
(4) Within 30 days after receiving the report of the administrative department of construction of the district or county, the Municipal Intelligence Office shall jointly hold a pre-assessment meeting for the evaluation of the level with the administrative department of construction of the district or county to make pre-evaluation opinions;
(5) After the owner rectifies according to the pre-evaluation opinions, submit the rectification report to the Municipal Intelligence Office and the district/county construction administrative department, and the rectification report shall include the necessary supplementary test report;
(6) The Municipal Intelligence Office and the district/county construction administrative department shall jointly hold a formal grade assessment meeting on the spot within 30 days after receiving the rectification report, and make an assessment opinion;
(7) The intelligent building constructed in accordance with the “Shanghai Intelligent Building Inspection and Grade Evaluation Rules†(Trial) shall be jointly reported by the Municipal Intelligence Office and the district/county construction administrative department, and shall be submitted to the Shanghai Smart Building Pilot Project. After the leadership team agrees, it will be approved by the Shanghai Construction Committee;
(VIII) After the approval of the Shanghai Construction Committee, the evaluation results will be announced in the name of the Shanghai Intelligent Building Pilot Work Leading Group.
Article 7 This Municipality shall conduct regular review of the intelligent buildings that have obtained grades once every three years, and may adjust the grades according to the results of the review if necessary. Article 8 The Municipal Intelligence Office is responsible for the interpretation of these Measures.
Article 9 These Measures shall be tried and tested as of the date of promulgation.

In the recent period, whether the engineering design unit can supervise the engineering of its own design and how to implement quality supervision on engineering design has aroused widespread concern from various localities and some departments. In order to gradually improve China's construction market operation mechanism, make it more conducive to reform and opening up and gradually integrate with international practices, so that the relevant provisions are in line with the objective laws of engineering construction and ensure the quality of construction projects, the relevant issues are hereby notified as follows.
1. The design unit that allows the qualification of the supervisor to supervise the construction process of the design project by the construction supervision design unit of the project itself is conducive to the realization of the engineering design intention and is conducive to the improvement of the project quality. It is also an internationally accepted practice. Article 2 (4) of the Regulations of the Registered Architects of the People's Republic of China also clarifies that a registered architect may “construct construction and supervision of the project that he presides over the designâ€. The design work of the design unit to supervise its own design is not within the scope of “same body supervisionâ€. All regions and relevant departments shall allow the design units that have obtained the supervision qualifications to be commissioned by the construction unit to supervise the construction of their own projects.
2. The design unit may apply for the engineering supervision qualification in accordance with the relevant regulations. The engineering design unit shall obtain the supervision qualification in accordance with the provisions of the Ministry of Construction's No. 16 Ministerial Decree on the Qualification Management of Engineering Construction Supervision Units. In order to facilitate the engineering designer to directly participate in the supervision of the construction process, the design unit that meets the supervision conditions can apply for the engineering supervision qualification in the name of the design unit; it can also establish a physical supervision company within the design unit and apply for the engineering supervision qualification.
When designing units that have obtained supervision qualifications carry out project supervision work, they shall strictly implement relevant national and local regulations, improve various management systems, and ensure the quality of supervision work.
3. The quality supervision, survey and design unit for the engineering survey and design stage shall be responsible for the quality of the survey and design of the project. Establishing and improving the design consultation and design review system is an important measure to ensure the quality of engineering survey and design. During the survey and design stage of the project, the construction unit may entrust other survey and design units to evaluate and optimize the survey and design results documents submitted by the survey and design unit through consultation. All localities and departments shall follow the Ministry of Construction's “Design Consultation on the Construction Projectâ€. The Notice of Pilot Work (Building [1999] No. 208) was implemented. In accordance with the provisions of the preliminary design review project, the construction unit shall submit the preliminary design documents to the relevant departments for preliminary design review. According to the national regulations, the construction drawing design review project must be submitted to the government-approved design review agency for structural safety and mandatory standards implementation. After review and approval, the construction permit can be applied for. . In order to strengthen the quality management and supervision of the engineering survey and design stage, measures should be taken to effectively promote the development of design consultation and construction drawing review. All regions and departments should strengthen leadership and timely study and deal with problems arising in the work.
