Third, the applicant qualified conditions:
1. The applicant must be an independent legal person registered in China within the scope of the "Company Law." The company must have the ability to provide tendered goods and services. The registered capital should not be less than 3 million yuan (inclusive). The legal representative or person in charge is the same person or different applicants who have a controlling or managing relationship and may not participate in the prequalification of the project at the same time.
2. (2) The bidding product shall pass the Ministry of Public Security to detect and obtain the sales license of the special product for computer information system security of the Ministry of Public Security;
(3) The bidding products shall pass the national information security assessment information technology product safety assessment certificate EAL3+ level;
(4) The bidding product shall obtain the IT product information security certification certificate through the China Information Security Certification Center;
(5) Detecting and obtaining a product inspection certificate for confidential information systems through the State Secrecy Bureau.
6. If the applicant is an agent, an authorization document for the manufacturer of the project must be provided.
7. The applicant must promise that there is no affiliated relationship with the company and any affiliated agencies that the tendering party hires to provide consulting services for this project. The applicant is not an affiliate of the tenderer.
8. The applicant must promise that there is no affiliation, holding relationship and other interests with the tendering agency entrusted by the bid solicitor. If there is any falsehood, the applicant's application for prequalification is rejected and all other legal consequences are assumed.
9. This prequalification does not accept applications for prequalification of consortium.
10. The pre-qualification application documents submitted by the applicant must be prepared in the order of contents, page number, and installed into a book.
11. The method of notification of the prequalification result shall adopt a point-to-point written e-mail notification method. All applicants are required to leave their contacts and contact emails in the prequalification documents in order to provide timely notification.

2.2 The examination committee may request the applicant to submit the original certificates and certificates required by the announcement for verification.
2.3 In addition to the pre-qualification applicants who are required to meet the requirements of the announcement, they must not have any of the following situations:
(1) Not to be clarified or explained by the request of the examination committee;
(2) falsification, bribery or other illegal activities in the prequalification process.
3. When the number of applicants who meet the eligibility criteria for qualification examination is less than 3, the tender fails.
