China plans to "trinity" response to EU photovoltaic anti-dumping

Recently, people familiar with the matter disclosed to this newspaper that the Ministry of Commerce has urgently called on Yingli, Suntech, Tianhe, and Artus to enter Beijing for anti-dumping lawsuits against Chinese PV companies in order to jointly discuss countermeasures. The called party called on the “Emergency Report on Anti-Dumping Investigation of China's PV Products to China” (referred to as the “Emergency Report”) submitted by the called party to call for a 45-day countdown to the EU anti-dumping investigation. Industries and enterprises should actively respond to the "trinity" and formulate countermeasures. Insiders pointed out that the Ministry of Commerce urgently called for industry giants to negotiate countermeasures, which shows that they are paying attention to solving this problem, and are expected to promote measures such as countermeasures or intergovernmental dialogues to prevent EU anti-dumping investigation against China's photovoltaic products.

The government responded positively to the July 24th, when German company Solar World and other companies submitted a complaint to the European Commission requesting an anti-dumping investigation against China's photovoltaic products, Chinese photovoltaic companies responded quickly after hearing the news, on July 26th by the Photovoltaic Power Generation Alliance. Beijing issued a "Joint Statement," calling on the European Union to seriously consider launching anti-dumping investigations against China and formally request the Chinese government to take active measures as soon as possible to safeguard the legitimate rights and interests of domestic photovoltaic companies.

Regarding this formulation, the Ministry of Commerce responded positively shortly after the aforementioned "Joint Statement" was issued. Shen Danyang, the spokesperson of the Ministry of Commerce, made it clear that “If the EU imposes restrictions on China’s photovoltaic products, we believe that it will not be conducive to the overall development of the EU’s PV industry upstream and downstream, which is not conducive to the promotion of the EU’s low-carbon strategy, and it is not conducive to both solar cells. The cooperation of the company will make it difficult to raise a rock and hit one's own feet."

This time the Ministry of Commerce urgently summoned the four giants to see how important it is to resolve this issue. At the same time, a number of interviewees in the industry told this reporter that the four major PV giants stated in the “Urgent Report” submitted to the Ministry of Commerce and stated that “the government, industry, and enterprise should adopt a trinity” to coordinate the activities and formulate an anti- "Measures" and "I, the Ministry of Commerce, the Ministry of Finance, the Ministry of Foreign Affairs, and even higher leaders of the country should promptly negotiate and negotiate with the EU and relevant countries, and urge the EU to abandon its investigation," and so on. It is reasonable, necessary, and feasible. Or will become an important form of China to resolve this trade friction.

“Double Anti” is intended to curb my emerging industries. In fact, in the face of growing international trade disputes, China is not blindly passive and has nothing to do, but through the successful practice of resolutely defeating U.S. trade barriers, it was in the last financial crisis. There are precedents. After the China-US Tire Special Safeguard case took place in 2009, the Chinese Ministry of Commerce resolutely decided to launch a "double-anticipation" review of certain imported US automotive products and broiler products, and forced the United States to finally choose compromises.

According to Shi Lishan, deputy director of the New Energy and Renewable Energy Division of the National Energy Administration, the United States and the European Union have successively launched “double counter” investigations and lawsuits against companies such as wind power and photovoltaic companies, which is not only aimed at China as a strategic emerging factor. The war waged by the industry's new energy is even more a dispute among nations in the third industrial revolution.

In the history of mankind, the two previous industrial revolutions depended on the development of fossil energy, but non-renewable fossil fuels have caused an increasingly severe energy crisis and environmental crisis. In the third industrial revolution, new energy sources characterized by cleanliness and renewable energy created new economic growth points and played an irreplaceable role in energy structure adjustment.

In this context, the European and American countries that have seen China’s new energy industries such as wind power and photovoltaic power generation have been at the leading level are naturally reluctant to give up, and they have suppressed the development of China’s strategic emerging industries by suppressing China’s photovoltaic and wind power industries, and ensuring that The leading position in the future strategic industry.
