I. Project Overview

The Caesar River First-Class Hydropower Station is located on the Xiaoshao River section of Shuitang Town, Xinping County, Yuxi City, Yunnan Province and is the “leading” reservoir of the 12th-level development plan of the mainstream program of the Red River (Yuanjiang River). The right bank of the dam site along the existing S218 provincial highway in Xinping-Shuangbai passes through the river. The mileage of the dam site from Xinping County, Yuxi City and Kunming City is 99km, 186km and 277km respectively.

At present, there are two routes from Kunming to the dam site: a. Kunming → Yuxi → Xinping → dam site. The total mileage of the line is 277km, including 178km of high-grade roads; b. Kunming → Chuxiong → Shuangbai → dam site. The total mileage of the line is 312km, including 165km of high grade roads.

The normal water storage level of the Maoshaojiang I Hydropower Project is 675m, the dead water level is 640m, and the installed capacity of the power station is 270 (3x90) MW. The storage capacity below the normal water level is 1.491 billion m3, the dead storage capacity is 669 million m3, and the adjusted storage capacity is 822 million m3. The reservoir has annual adjustment performance.

The land acquisition for the construction of the Maoshui River First Stage Hydropower Station involves 94 villagers' groups in 24 administrative villages in 8 townships (towns) of 2 counties (towns) in Xinping County and Chuxiong Prefecture in Shuangbai County of Yuxi City and Shuangbo County, and Ojia Forest Farm in Shuangbai County. There are five state-owned forest farms at Tianlinchang, Malonghe Forest Farm, Taihe Jianglin Farm, and Haizidi Forest Farm. The total area of ​​land acquisition for the project is 34.2001km2 (submergence area affected by water storage, including 32.5389km2 permanent land and 1.6612km2 temporary land use), of which land area is 28.8736km2 (including permanent land 27.1216km2 and temporary land 1.62km2), and the water area is 5.328km2. .

Third, the tender content, planning duration and construction requirements

3.1 Content of Bidding: The project is divided into 1 contract package, the scope of which is: temporary submergence of the normal submergence area of ​​675m below the reservoir of the Guishaojiang level I hydropower station and the unstable area and affected area above 675m affected by the return of floodwater. The regional boundary burial facility includes all the work related to the measurement of payoffs, production of boundary piles, transportation, and embedding. The number of boundary pillars is approximately 1500 (both permanent boundary pillars), and the specific number is determined by the final measurement stakeout and positioning. The prefabricated boundary piles adopt standard C25 boring prefabricated tools; the boundary piles contain φ6 steel rebar skeletons; refer to the technical specifications for detailed design drawings of the boundary piles and relevant requirements.

3.2 Surveying and Stakeout: The elevation of the submerged line in the reservoir area is 675m. During the actual survey and positioning process, the elevation measurement of the boundary elevation of the normal water level inundation area, backwater area, and affected area should be carried out in accordance with the “Resettlement Planning Report for the First-Class Hydropower Station of Maoshao River”. .

3.3 Project time: completed within 180 days from the date of signing the contract.

Fourth, the bid applicant qualification review methods and qualification requirements

4.1 Qualifications:

In this case, the qualifications of the bid applicants will be reviewed in a post-qualification manner and the form will be qualified.

4.2 The bid applicant must meet the following qualification conditions:

(1) It must be registered by the State Administration for Industry and Commerce, and has an independent legal personality;

(2) Having the surveying and mapping qualification of Class B and above, and having similar project construction experience;

(3) Surveying and mapping instruments and equipment that can meet the needs of boundary layer surveying and burying work and meet national standards;

(4) At least 2 full-time staff with the technical titles of surveying and mapping majors and above are expected to invest in this project.

4.3 The Commonwealth does not accept bids for this consortium.

4.4 Units that fall into one of the following situations cannot be bidders:

(1) Providing design or consulting services for the preliminary preparation of the bidding project, except for the general contracting of design and construction;

(2) The supervisor of this tender project;

(3) As the agent of the bidding project;

(4) To provide tender agency services for this tender project;

(5) Being a legal representative together with the supervisor or agent or bid agency of the tendering project;

(6) Holding or participating in shares with the supervisor or agent or bid agency of the tendering project;

(7) Working with or working with the supervisor or agent or tender agency of the tendering project;

(8) was ordered to suspend business;

(9) being suspended or canceled;

(10) The property was taken over or frozen;

(11) Deception or serious breach of contract or major project quality problems in the last three years
